OCB used extended Unicode characters, some of which you need a Japanese font or a full Unicode font to see. To properly browse all of the Internet, you need Unicode support. Upon browsing a Japanese website like http://yahoo.co.jp , you'll be asked to install Japanese support in some browsers (also depends on your configuration). You can also force it with the Internet Explorer installation kit. If you have Windows 98 or Windows ME, you don't have Unicode support by default, so you might need to go to microsoft.com and see what they can do.
Finally, what you need is a font. (In Mozilla, a font is all you need as long as you have Unicode support.) Microsoft will give you 5 free Japanese fonts with their official Japanese support, but you're advised to download the Code2000 font which is a wider Unicode implementation and will come in handy when rendering characters form other countries and special symbols. Also install the Unicode font that comes with Office (Arial Unicode MS), if you have it.
MSIE will display Unicode characters, although you might need to tune it up before you can display mixed-language contents or write them. Mozilla works much better and you don't have to do anything other than having the proper fonts. Even if you don't set them in Preferences, Mozilla will use them for you if your current font lacks the required characters.
If you want to know what kinds of characters do you support, check if you can see the following:
? - Euro Symbol (you should really see this)
Ω - Omega - Greek
Ж - Zhe - Cyrilic (Russian)
את - Aleph and Tau - Hebrew (right to left)
ぱんつ - Hiragana for Pantsu - Japanese Hiragana
人 - Man - CJK unified ideograph
곟 - Hangul - Korean
∭ - Triple integral - Extended symbols
▓ - 50% dithered box - Drawing
♔ - Crown - Dingbats
Although it'll be best if you can see all of these (you never know when you might need them), all you really need is to be able to see the characters and symbols you normally use in all the languages you speak.
